Your phone has many different data network interfaces, the operating system on your phone forces itself to use the cheapest network interface (which decides to be Wi-Fi). And so the phone continues to try to make things work cheaply and away from integrating 3G with Wi-Fi.
The phone usually maintains a mobile data connection (you still have an IP address), but simply refuses to use applications such as email / chat / web browsing, etc.
